What is some good Photo Editing and movie editing software for novices?

Question by Having fun in Cali!: What is some good Photo Editing and movie editing software for novices?
My laptop has a built in webcam that movies can be made from, or video files rather. And my new digital camera has a similar function (though the size of the video clips is much less smaller).
Any suggestions on some editing software that a “newbie” can use? I have extensive computer knowledge, but when it comes to multimedia, I am very unsure what to do. I struggle with Photoshop at times 🙂

Oh…and what types of things I want to do – when my son makes a video of himself, I’d like to be able to add sound effects here or there, and maybe little pictures that pop up through several frames, etc. And for pictures, to take a bunch of pictures, say 30 or 40, taken at an event (birthday, holiday, etc) and combine them into a photo montage with voice over, sound effects, music, etc, maybe put in frames in between to signify a special picture, etc. These would all be placed on DVD or CD-ROM (preferably DVD where the recipient doesn’t need a computer) so that grandparents can pop it into their DVD player attached to their TV and see their grandkids that are hours away.

Oh, one last final thing – preferably programs not costing hundreds of dollars, and have a trial available for download (just in case I can’t figure one program out, but another is easy to use, etc)
I have Windows Vista on this computer.
and not looking for free necessarily, just not looking to pay 500 dollars for a program 🙂

For Photo Editing I would recommend Paint.NET (www.getpaint.net). Make sure you have .NET (http://www.microsoft.com/net/) installed, though. For movies try Pinnacle Studio. I’m not sure how much it costs, but i can’t be much. Free movie/video editing software is hard to come by. Hope this helps!
