What is the best software to make movies on Windows XP?

Question by Stupid Flanders: What is the best software to make movies on Windows XP?
I want a program that offers the most awesome transitions (not just the wipe, fade, slide, curl…) and some cool menus. I want to make a DVD with lots of pictures, and I want the first thing that pops onto the screen is a cool interface which lets you choose different categories. What would you recommend (price does not matter)?
